Let's see, assuming gensokyo was affected as well, there will be humans scavenging the wasteland for supplies, with human-eating youkai hunting them. There will be humans and youkai infected with FEV, creating various mutants like Super Mutant Fairies. Of these fairies: Cirno, being the strongest, becomes their master.

Cirno casts Ice II to freeze Frog but, being Cirno, the spell misses. Frog then counters with the frog squash technique. Cirno responds by freezing the giant frog in midair. Which, according to the laws of gravity, falls on her anyways squashing her in the most  comical manner possible.
