Looks like to me that the first one is missing due to the first one in that picture having the "2" in it.

The fireballs have a yellow outline because it's probably just to make them easier to identify by themselves. ZUN decided to make them overlap instead of ADD-blend them. Congratulations, everybody who bitches at UFO.
