The SDM Was owned by someone else BEFORE Remilia had it and it was in Europe, Sakuya was already a maid there and the leader was called Sara Scarlet, Remilia and Flandre invaded the mansion and fought Sara and Sakuya, Remilia and Flandre were losing until Remilia got suprise attack on Sakuya and left her defenseless. So Sara said that if she spares Sakuya's life they can have the mansion.

Current Time;

Sakuya is Remilia's maid and Remilia inherit's the scarlet name and moves the mansion to Gensokyo while Sara lives in the border of Earth and Hell.

Actually, it's like this: Alice, as the puppeteer she is, controls the girls, as ZUN ordered her to do. That's why it's "Team Shangai Alice". Shangai is actually ZUN's lost child.
