Apparently, hagoromo are colored or feathered kimonos that tennin wear. In some legends tennin are unable to fly without the hagoromo.

The approach line - Youmu replies to Reisen saying "Maybe move forwards, etc" but the Zapdos notices so Youmu says the greetings.
