Harami glares at you.
"You're starting to get into information that isn't relevant to the task ahead of you...but I'll say that there are indeed other, smaller nations. The seven I've mentioned are the largest in the Seven Seas, and thus have earned the right to take part in the War of the Waters. We're unlikely to see intervention from other nations, but it can't be ruled out for sure."

>"You are allowed one refusal of a challenge for the entirety of the War. After that, whoever challenged you cannot ask again until they have challenged another Royal.
As for unfitting situations, you cannot challenge someone at a location and time they cannot hope to meet. However, if you are unable to escape the target, you must either accept or use your single refusal. Refusing several challenges will lead to unpleasant consequences from all six nations when discovered, so don't try to be too clever.
I would simply suggest locking your doors, keeping yourself protected, and staying in shape. Winning by default is a keen tactic of some Nations - in particular, Anguilli is quite fond of slithering their way to a victory by technicality."

They usually hang close to their superior, though - though no-one will admit it, it's not been unheard of for Royals to target other Royals. If the crime cannot be blamed on any Nation in particular, no countermeasures can be taken. It's the perfect setting for regicide."

We know that, because after the 9th War they had to invent the rule - Lophii tried to be clever and trick five Nations into double-booking. Would have worked, too, if the last nation hadn't been Selachi. They didn't take well to the game being compromised, and...you can probably figure out the rest yourself."
