It's simple, her stage theme is called "The Sealed Cloud Route".
You said her head was always in the clouds.
And her life's reason is to scare/surprise people, that's the dream she held that you mentioned.
And the "Beware my extra eye" part is a reference to the fact that it's been said that she can see through it as well as her own two eyes.

Sadly, I'm no good at devising riddles, I can only solve them.  :ohdear:

To clarify, she's not supposed to reap souls unless its necessary and the Sanzu River's length changes depending on the soul she is ferrying.
