I think that Rumia looks like a younger version of Marisa Kirisame. They both have similar outfits, but Rumia doesn't wear a hat. Their hairstyles look the same too.

Do you think Rumia looks like Marisa Kirisame, only younger?

Seriously though, the only PC-98 that looks like Marisa is Yuki. If having the same color is all it takes to impersonate someone, then you need to learn faces.

well, my point is that most of the blond haired ones from pc-98 look like eachother. there are a few that are different, but most of them look alike. like that one EX boss from touhou 4 looks like alice...

Now, on the other hand, I do believe PC-98 Marisa was not Marisa, but in fact, Someone Very Different ("NSFW" due to Danbooru but the image itself is fine)
