Is this a Touhou fan-game?

I'm talkinga bout Arcanum knights. The cover has a picture of a man I don't recognize..But It might be Youmu's father, or something (No idea what he's supposed to look like). I don't think it is a Touhou game, but everyone else on that site seems to be Touhou oriented so I have doubts.

It's from the makers of Touhou Labyrinth, so I'll shit brix if I ever can play it Touhou or not.

If I'm not mistaken it's either what they used to test Touhou Labyrinth's game engine, or...yeah, a standalone prequel.

It's not Touhou related in itself as far as I'm aware, though.

I shoulda asked, but is this already released or is it just news about its production? I'm wondering if I should pester Forza about the price and all that >=P
