After the hot springs incident, access to the Hell of Blazing Fires has been severely restricted - the only people given entry are the higher-ups from the Moriya Shrine and the residents of the Palace of the Earth Spirits. You've tried several times to be given a chance to examine Okuu, but you didn't receive so much as a polite 'no' in return.
