The main entrance to City Hall is open, and you walk in without a care. It's sort of disappointing to see that no-one has greeted you on behalf of the humans...maybe it's not obvious enough that you're a kappa?
The list of bounties is hanging on the wall in the main lobby, but it's rather low on offers. There's only two bounties that haven't already been claimed:

WANTED: Kogasa Tatara
Race: Karakasa
Crime: Disturbance of the peace through immature pranks
Reward for capture - 10,000 Yen

WANTED: Tewi Inaba
Race: Rabbit youkai
Crime: Illegal gambling
Reward for capture - 25,000 Yen

The second name is somewhat more iconic. Tewi Inaba is perhaps one of Gensokyo's most known and most feared youkai - not for the damage she would do to your body, but to your wallet. Under the guise of many an innocent-looking deal or game she had robbed Gensokyo blind, but when the police came around she had an incredible knack for either not being there or having someone around to plead her innocence. For long enough to let her escape, anyway.

The face certainly matches the picture on the wanted poster, albeit missing the nifty-looking hat she was wearing.
