My interpretation of "what danmaku is," apart from being a magical martial art, is that creating little bullets of magical energy is really easy to do, and can be done no matter what kind of "magic" you use. I base this on the fact that literally everyone in the games can do it, regardless of how powerful they are (the first enemy in stage 1, versus Yukari) or what "type" of magic they use (Marisa uses "destructive magic", Sanae uses the power of the gods, Yumemi uses some sort of magical technology, etc). You can also create danmaku-"copies" of objects, too (Sakuya's knives, Reisen's bullets, Keine's knife-thingies). I made a more detailed analysis here.
