Why hold a trial if you've got the ghost on hand? They could just tell you what was shaking.
Its obvious, whatever reason, they -can't- seem to just do this. Or they don't want to...

Calling in both of them may be possible, In Sanae's case it may be a bit more dangerous for her, in Marisa's case, a bit more dangerous for Chen...
Affidavits could be just as possible, honestly.
