Frame Rate Problems with IN

For the 8th time I have 78 FPS even with the Vsych Patch. I have it set to 60 in the INI but IN still wants to run at 78 FPS.

Should I run this Vsynch Patch in Applocale or is that a stupid idea?

Doesn't need Applocale. Only EoSD does. Set force 60 in game config? Switch to 16bit?

Is your monitor running at ~78Hz? Enabling vertical sync makes the game's graphics engine output one frame for each refresh of the screen.  Disable vsync and try forcing 60fps in the game.

I don't know haw to force 60fps with IN i don't see an option anywhere.

As for my moniter I have no clue what it runs at.
