UNL 1.10 Patch Not Opening

The UNL 1.10 patch isn't working for me.  I double-click it and nothing happens.  Using Vista if that helps.  I am currently using version 1.03 with the weather patch
Edit:  It wasn't finished downloading yet, no wonder...  /faceknife
