By far the only good thing to come out of IN, although Plain Asia's pretty cool. Mokou, Eirin, Wriggle and Kaguya are dull, Keine's alright I guess, Tei and Mystia are my two most absolutely-hated characters in the series.

Ironically enough Reisen is one of my favorites!

Keine, I'd say. She has both creative danmaku and a likable 'village teacher' personality.

HM to Reisen. She would be tied with Keine if it wasn't for her fanon depiction as a sexy bunny girl. Really, fanon? Really?

Ah this is hard. Mostly because none of them are top 20 worthy.

But I like Mokou for her badass personality or Reisen for her "most sane" personality compared to other characters.

But between the two, I'd go with Mokou.
