To the question of "Who cares..." I would think it would be obvious that I care since I asked the question... thanks for noticing.
Anyway, I see nothing in the games or descriptions that I have read that would indicate that Flandre is anymore a "little girl" than Remilia is. I more or less see them as being identical in "age" given their linage. I just think Flandre would have stunted social development from living confined so long.

I just mean that the nature of thousands of fans drawing them based on their own opinion as to what the character looks like without really having an official guideline (other than zun-art, which I think everyone takes with a grain of salt anyway) makes it near-impossible to really state why something happens. The reason why is different for every artist who draws the two.
The truth is the very first artists, before Touhou was as popular as it is now probably had as much power in modeling what each character looked like as Zun. I don't know what they were thinking when they made their picturs, but as I said, likely influences were how the Zun-art for each character really makes them appear to be much older/younger than each other.
Another possibility is the music. Remi has sort of a classy tune, while Flandre's definately has a childish sound to it. Whatever the reasons were, I highly doubt it has anything to do with some sort of story involvement however.
