Just use Pokesav if you want to get all the pokemon, or get a team with perfect IVs/EVs.
That's what I did in Pearl. I first played through the whole game normally (beating the Elite 4).
Then, with Pokesav I just made my Shoddy Battle/Netbattle team which would normally be impossible to do, and also got all the pokemon that require you to go to events. I wouldn't want to hack in every single Pokemon, because that just removes a huge part of the replay value. :P
