It is simple, atomic power is need fuel and those fuel are radioactive materials. Radioactive materials such as plutonium and uranium are mined from earth so it is natural that atomic power inherits earth element characteristic. Those radioactive materials' atoms fuse each other and creating explosion that we know as fire element.
