Here is an HDI containing MS-DOS (the operating system, PC-98 version) and the PMD tools (including PMD.COM/PMD86.COM/PMDB2.COM which is the music driver itself, PMP.COM which is a command-line PMD player, and MC.EXE which is the compiler):

BTW, I figured out that all of the PMD98 programs run fine on a normal PC.  I'm currently running them on my Linux machine, in DOSBox.  So I use Notepad2 to edit them (don't have a decent Linux text editor yet), DOSBox to run the compiler, and FMPMD2000 to play the music file.  No need to load the files into the PC98 drive image.

Also of your interest: an MML header file containing "@###" instrument definitions for most of the FM instruments used by ZUN in his PMD98 music.

How did I get the values for those instrument definitions? By snapshooting Hoot's OPNA driver register map (right hand just below the spectrum analyzer graph) while playing three different Touhou themes (TH02 title theme, TH05 title theme, and Grimoire of Alice) on Hoot, using the OPNA chip's reference manual PDF as a guide. As for the "@###" number assignments, well, those were the numbers reported to me by FMPMD2000 while playing the same themes.
