It's two-fold (well, many-fold). First that the population issue obviously isn't helped when the people with enough money to sustain a family don't have children. It's also allocation of resources; having many children only in lower-income families creates a generation where most of the young population grows up disadvantaged, and positions of influence largely stay with wealthy old people. |
