I believe some are available on the Spriter's Resource. But not here, I don't think.

Keyword is some, the sheets there are far from encompassing the large majority of art assess from the Touhou PC-98 games; it's very much incomplete on Spriter's Resource. If you're looking for a full set of sprite rips that unfortunately might not be uploaded anywhere yet. I could be wrong and there are likely more out there, but all I know is that after eight or so years, I haven't seen anything more sprite-wise, so it's mostly just the .mid rips from SoEW and a few sprites on Pixiv closely based on the original sprites from the games.

Do i need a special program to run the SFX? because i already downloaded it and it doesn't seems to work :(
