Windowed Mode Touhous Vanishing [SOLVED]

so this is a problem that I've come across a lot in the past few days
I have a Windows 8.1 computer and I've been playing some later Touhou games (11 and 13 specifically I think?) and sometimes when I want to start one up again, the title screen music plays but the window does not appear on my desktop. I can see the icon in the icons bar and when I mouse over it I get a preview of the window, but the window doesn't come up when i click it.

they all work fine in fullscreen, but I much prefer windowed mode

Here's a silly Windows trick.
After opening Touhou in a window, hover your mouse over the Touhou icon in the taskbar until you see the preview.
Right-click the preview and select "Move." If "Move" is grayed out, then click "Restore" and try again.
Press one of the arrow keys. The Touhou window will now be attached to your mouse.
Move your mouse until you're satisfied, then click to finish.

If it pops up the next time you run, try deleting your th11.cfg config file (or 13, etc). Given what you've said, it's probably the same issue a number of others have, and it's generally solved by:
a) changing the resolution in the config, running, then changing back
b) if not, deleting the thxx.cfg file

I think I have it working now but if the issue persists I will do just that
