Raiko would be the most acceptable if we go in terms of Outside World fashion.
Raiko is specifically 'borrowing energy' of modern drums, so her outfit probobly reflects that she is literally drawing her power from the modern world. She's a 'Modern Tsukumogami'. In fact; since Tsukumogami are literally the spirits of the item, Raiko's 'clothing' is literally an extension of her modern drumset. So it's natural that her clothing would be modern.
That said if we wanna get really technical; theoretically Raiko shouldn't even count, since her 'body' is just a spiritual manifestation created by the drums and thus there is no
real clothing. The same goes for all Tsukumogami. [Kogasa, Benben, ect] That said; a lot of this depends on your headcanon on how Tsukumogami work. As far as I am concerned the human portion of a Tsukumogami is an illusion created by the item to better express and represent themselves. Which is why Raiko looks modern, or at least recent, and Kogasa has Heterochromia [Kogasa actually only has one eye. So her other eye is blue to match the rest of the projection's base color, although why her outfit is blue and not purple I don't know, perhaps because she is rather easily upset]
Oppose Poltergheists, who are not
the objects, but are spirits possessing objects they chose [And can switch objects if they desire]. The Primsrivers; and other ghosts, probobly do have [spectral] wardrobes. Unless they are stuck wearing whatever they were wearing when they died.
