is he really that bad? I don't think we know how his combo scaling works exactly yet so I dunno. If he only needs like 5 or 6 combos for x4.5 then that's pretty good scaling-wise. Yeah it sucks if you used him for rows but fire TPA has a ton of options now like ult cao, hino, chiyome etc.
he loses all ronia synergy though yeah...
they should probably at least buff him to x5 though since parvati/lakshi got the same buff
Honestly, like I keep telling Thaws to with all of these bastets that keep getting changed, I guess I have to deal with it. Shiva isn't a waifu like bastet, literally my only hope is the ronia brigade.

It's 7 combo for 4.5x, with a 4 combo min which is good, but like. Bastet exists. What are you doing. Run her instead. You can get that 4.5x in 5.
Red TPA options do exist, but they're mostly pretty poor. They're substantially smaller than any other color too because red doesn't fucking do prongs.
Half of your best options are in the padcademy rem, so have fun with that.
A team of Kagu, Cao Cao, MiniChiyome, and Urd would actually be pretty strong, honestly.
The main problems are A) Rcv is in GENERAL red's weakness, while boosting it is nice, having a 0 rcv leader is significantly less useful. B) Active still really trash, and awakenings are far far less baller these days C) Bastet. D) Literally anyone with a current shiva team is absolutely fucked. Your team will not work with this ultimate, and you've been savoring for this upgrade because your leader has been trash for a while.
E) Literally your only options for FL are Urd and Shiva.
He's at best mediocre, and at worst frankly an insult to people who were waiting for this.
On a personal level, I'm really frustrated to have my entire team completely made worthless, especially after the amazing upgrades Egypt 1.0 got.
I'm considering just feeding Shiva away if this sticks. So yeah, it's kind of that bad.
