I don't think there are "official" figures of those characters. You're probably going to have to look for garage kits like so.

When I say official I mean a figure made by a company that mainly makes figures (goodsmile, griffon, etc)
I'm really trying to avoid garage kits if possible, I really hate painting XD

Hmm. I wonder if I could pull off painting a garage kit. I haven't been painting for that long and not on such a fine level of detail, but it might be fun. How damaging is it to a resin model to strip the paint if things go wrong?
I made a PADHerder. It's probably out of date though.

There's a couple different ways to do it, each having their own pros and cons

This link goes over a couple different methods and tells you pretty much everything you'll need to know before you try

Finding any good PC98 is even harder. There are some Yumemis and Shinkis out there, but besides that there isn't really anything at all.

I was considering attempting garage kit myself, but its just too much work. Good thing there is plenty of Yuuka at least.

My guys:

And a bunch more key chains here, together with the rest of the gang...

Sorry for crappy photos, my lighting situation is bad.
I also have 6-7 Touhou garage kits still unassembled, I have to deal with that some day...

if it's not poseable i'm not buying it

It's not the poseable thing I hate about figmas. Is that, to me, figmas are kind of "not good to display". I mean, it all probably has to be a blame on their base/stand. It's like a Gundam base/stand. If they were possible to display without them, I would. But some of my past figmas just wouldn't stand in various poses without them. Which is why I gave up on them. That, and their small.

I like scaled figures 'cause not only most of them are big, but when it comes to quality and style of the sculpture, scaled figures are the best.

Do you own any dolls?
As for dolls, no. Although I said I like Dollfies, I don't think I have the luxury to afford one.
I think RAH figures are considered dolls though? I have some.

It generally disappoints  how much some of the characters seem to be totally excluded even from obscure fan creations. I have taken part in a few fangame projects and nobody ever wanted to think outside of the box in terms of cast. I think that the only solution is really to provide the merch yourself. I plan to do some PC98 posters for myself once I get just a little better at art.

Who knows, maybe one day I could get my hands on a 3d printer and do some painting and polishing afterwards. That could also be a decent way of making an original figure. Now that I think about this, its actually a really cool way of making a custom figure. Has anyone ever tried this?

I think the problem is that not a lot of people who are active today have played the older games. I don't feel anything for the characters, because I haven't met them in their real context, the games.
But I will try to rectify this eventually, a friend of mine has a PC-98 and some games, so I'll try to play them some time.
