Can't start any Touhou on fullscreen

I've had this problem before on all the Touhou's, In EoSD I get this error message

I've figured out that its an issue with directx on my end since two of my friends downloaded the game and started playing fullscreen without any issues, right now I'm trying to install previous versions but I can't install directx 7 and below.

As a side note my resolution is 1768 x 992
Graphics card is gtx 760
My drivers are all up to date (though the only one that ever updates is my graphics)
The later games glitch out badly unless I play in windows mode while PCB goes to windows basic even in windowed
EoSD is the only one that gets the above error
I have my locale changed to Japan
I have compatibility mode set to XP SP3

I hope you mean just the trials. Otherwise we don't offer support for full downloaded versions here.

You should be after the latest directX version, not the oldest. You can find that off Microsoft in a heartbeat.
It runs fine on Windows 7 without needing to change compatibility.
Although I'm not able to test on nVidia.

Nevermind, I figured out the issue, my resolution was too high because my monitor is a bit big (originally I was at 1768 x 992 but I brought it down to 1600 x 900), though I have no idea how that affects direct3d but at least it works, thanks very much~

Good answer. Anyways, this error is always unfortunate because it's more of a generic graphics-related failure error rather than meaning any problem in particular. It's also sometimes just a bad install. Personally I find your resolution pretty odd; could you try it out using a different resolution? Or perhaps changing the NVIDIA scaling settings?

Not all games allow flexible resolution, they start lagging/fps dropping or other weird things if they aren't like 1900x1080 / 1600x900 / 1280x720 etc.

Not much of a techguru about direct3D, but I remember my nephew was complaining his Terraria was lagging and it was due to odd resolution he had. Once it was set to "proper" one it was gone.

That resolution seems to be commonly used with 1080p HDTVs to compensate for overscan.
If your TV is 1080p, have you tried changing your TV picture settings? If you set the TV to 1:1/full pixel/screen fit (the setting varies by TV manufacturer), you can get a full 1920x1080 resolution instead of the gimped 1768x992, and it will look much nicer too. You might also be able to combine this setting with Touhou so that the FPS counter doesn't get cut off the edge of the screen.
