If he wants to say "You are not allowed to know or assist other foreigners in knowing what is happening in my story" he's free to do so, and that really would be the end of that, no ifs, ands, or buts- and that's completely fine, he does have the right to assert that.
But I feel like a text script is at least respecting his wish for others to neither directly modify his game nor upload raw data from the game while still being better than nothing for those who can't really devote to mastering the language. It's sort of either try this or we all give up entirely and stop fussing over it, the way I see it anyway. The latter option doesn't really bother me much as I have been playing SRW for 15 years or so with none of those in English- I am grateful enough he's stocking Ei in a place that ships internationally this time- less of an absurd markup I have to pay to get a copy one compared to my other options and getting copies of the past two entries. Having and playing it is good enough, understanding the finer story details (since we all more or less know what is happening in a broad sense by virtue of knowing the source material- just like how it goes in SRW games) is just some extra gravy.
A script can at least be done without even needing to muck around in the game data- while it would be tedious to get all the optional events like boss prebattle conversations and hidden map events, the core script is essentially a case of screencapping the in-game backlog during intermissions and talking events. Even I could do that as I still need to do a run on Marisa's route, and have stagger saved every chapter of Reimu's. I would imagine it wouldn't be so bad if a few people were just compiling the script that way. Not really a practical way to do a text script, I know, but it's an option that doesn't need to fiddle with the game itself beyond actually playing it.
