Double Dealing Character's low FPS?

I don't know why, but it seems to run normally at 60 FPS, then some times, it will go to 30.1 FPS exactly. It does this whenever a spell card is declared, and sometimes randomly.
Anyone have any idea what's wrong?

I run Windows 7, and all other touhou games flawlessly run at 60 FPS.

try to run with lower res.

Yeah, DDC is more demanding than ZUN's other games. Spell card declarations are a good spot of lag since the game is clearing all the bullets into bullet point items. A lower resolution should suffice.
