IN Score editor?

Anyone know how to find the IN/PCB score-editor? I lost all my Touhou stuff (well, everything) in a hard drive crash, and for some reason, Google doesn't have the original thread for it cached, and now I don't even know who originally made it.

I normally hate to do it but I can pm you my IN score.dat which unlocked everything but not captured everything yet (only few)
