Generally this is because you didn't run the game with applocale.
AppLocale basically lets you run programs written in other languages (eg, japanese) on a system running a different language (eg, english/french/etc). Once it's installed you'll find a menu option if you right-click on the exe letting you run it with AppLocale - pick that and your problem'll be solved.
