As an honest supporter of Keine, admittedly for shall we say, impure reasons, I would personally say that a LOT of the votes there were blatantly more anti-Reisen than pro-Keine.  If it were in my power I would concede the victory to the rabbit.
The contest should force people to use their own opinion what they consider moe on a char and vote for it.
This is simply not something that is possible at all, even with a secret ballot.  Human beings would still rather borrow more "authoritative" definitions of moe, even if the "authority" is something like the M-1.  I'd of course like people to look at my concept of it, which is all about possessiveness, but I honestly believe this to be a futile cause.  (Yeah, if it wasn't obvious I was Myon before...)
Life and death are without purpose.  Our attempts to give them one are quite presumptuous of us.  But in the end, we exist, and that is enough.

Current status: Dissuading deliberately choking for imagined fame.

Which is the sad part when one places a vote. It becomes questionable if someone truly votes from his or her own opinion or not. Like I said: when people are in doubt, they more like seem to revert to favouritism or common public things.

Either way, I am extremely curious how Match 28 is going to result.

I imagine a contest like this where people are forced to vote a certain way would be incredibly boring. I know I, at least, give no fucks about what constitutes the incredibly nebulous concept of 'moe'. It also gives people higher soapboxes from which to bitch when a result doesn't go their way.

My prediction for round 28:

This is literally anyone's match here. Though it anyone has the edge here it's Rika or Sariel.

But then there the Emsemble Dark Horse in the group.....  THE CATFISH! (watch as the catfish become most moe chacter of the whole competion. :P )

Match 17, Yuyuko vs Yuuka classic. Ironic to see Yuuka winning in match 13 but not vs Yuyuko. Yuyuko, a silly also serious girl but don't see the moe part in her as a person who invokes death at her will.
Really, for characters like Yuyuko, the focal point is more about use and abuse of power or lack thereof. Heck, Yuyuko kills herself because she hates hers so much and it's pretty much an informed ability after that. She, Eirin, Yamame, and Hina (to name a few) all significantly limit or focus the use of the strengths and abilities they possess and how they are utilized. Then there are the characters that exploit them like Yukari. I have much more respect for the former group and thus more drawn to them. Maybe it doesn't translate directly to moe, but it doesn't hurt, especially with anyone who has a similar sentiment.

Also, I can see some favoritism going on, but not as much as I'd expect. There have been a number of matches in which I expected certain deserving characters to get a limited number of votes, only to find later that they've received far more than I or others had predicted. It might not translate to a win, but it's still nice to see.

like, if a got the vote code from the previous match and wasnt able to use it...

nothing much to expect from match 28...
since they all came from pc-98..
which most people that i know hasnt seen or played yet...
even if they were...
not much info was given to them...

Personally, I view this contest to be relatively successful, in regards to moe. Unless someone seriously wants to argue that Momiji and Chen are more popular than Marisa and Reimu. (This is what I'm telling myself to get over the fact that Marisa and Mokou lost. Mostly Mokou. Utsuho winning makes up for it though.)

Also, popularity and being someone's favorite is moe. It's easy to find characteristics that make a favorite character cute than an unknown one, and a disliked character will never be on top of the moe list.

Mind you, it's not the only deciding factor, but I can pretty much guarentee that we can find more people that would vote Kenpachi Zaraki than sukusuku hakutaku, if only because more people have heard of the former. But that just means more people find him moe than the puffball. (P.S. - Admittedly, I was mostly voting Keine because I find a number of the incarnations of ex-Keine to be incredibly moe.)

Anyway, go Rika!

It's a fucking moe contest, of course it's gonna be weird.

Well, that sure was a close match. But that's only appropriate. I wasn't sure initially whether I should vote for Suika or Utsuho, but decided for the latter. I'm happy that Okuu won, but I wouldn't have begrudged Suika the victory.

This round is rather slow, though, and I'm sure it's just because it's three PC-98 characters, that aren't Mima or Shinki, and a catfish. And I really don't know what to think of the catfish's lead...

Some people really haven't grasped the idea that what they consider moe and what others consider moe can be different. Personally, I find neither Chen nor Momiji particularly moe, but apparently I'm in a very small minority.

You know, now I'm regretting mentioning Kenpachi, because in some weird way I find him moe.

It's because his approach to most problems is to hit them harder. Somehow I find his whole outlook on life cute (/moe).

With what we know of them in canon, neither Suika or Okuu are moe. Suika is arrogant as fuck and talks people down by attacking their insecurities, and Okuu is violent and mad with power. If you have to choose between them you need to go into fanon and you'll find plenty there to set Okuu above Suika.

Meanwhile, today I'm torn between voting for fluffyhead Ellen (Hatarakimono scanlation where ;_; ) or a personal favorite, failvillain Rika. Ellen is more moe for sure but she's not technically a touhou character so I always feel weird treating her like an official part of the cast...

This match was such a disappointment.
Not only does catfish not win, this round actually has the lowest voter turnout of the entire contest so far.
Nobody even bothered to try cheating.

Edit: And you guys can't accuse me of not giving the bros a chance, I gave you Unzan *AND* Rinnosuke as well, and neither advanced!
