It depends on where you're from, really. In most of New England, it's a local specialty and welcome part to many breakfasts that could benefit from something sweet. In Vermont in particular, it's a BEVERAGE.

Like I said, I don't like giving a guideline. That used to be the guideline on Bemaniso (where I stole these rules) and no one bothered to follow it. God knows I spent way more than that on HakureiSM's gift last year and it didn't even show up. I spent more than that on the replacement gift that is still sitting on my shelf.
Spend as much or as little as you want. Don't peg it to any dollar amount. Also, don't limit it to just Touhou. If I participate this year I won't be sending out anything Touhou related.
