For the fps,
use vsync. Just take the vpatch.exe, vpatch.ini, and vpatch10.dll from the same folder it's located in, and put them in your MoF directory. Rename the English patched exe of MoF to the original name (assuming you have the English patch) to th10.exe. (Note, if you do this for EoSD, it will be named 東方紅魔郷.exe or

??g?

.exe if you don't have Japanese support, which you should, quotes included in that name btw)
As for the strange half screen in fullscreen mode, make sure you have your
DirectX updated. And make sure your graphics card drivers are up to date. Check with AMD's site for your graphics card, because the ones Windows supplies you with by default are lame.
Also, I'm doing some research on your particular graphics card, and I'm not finding much about it. AMD's downloads for drivers are missing that particular one, so I'm not sure a safe place to get them, unless you already have them. Is your computer a laptop? Laptops tend to have strange issues with Touhou, we've noticed.
