Skyrim- Graphic Glitches? Help Requested

Ok, so I got Skyrim on sale during Chistmas and I had some missing graphics like no flames coming out of the spells, no clairvoyance path, and no fire breath from dragons. So I got a patch, "AntiFREEZE Patch 9 ENBSeries v0.096". It fixed those problems but now im having more problems with lighting and displaced hair. These problems weren't there until after I put the patch in. I took a few pics just in case it helps.

I've turned to a few other forums, but sadly there wasn't much help. I've already tried vertifying Skyrim through steam, didn't help at all. Any advice or help would be much appreciated.

Updated your graphics card driver recently?

Oh, sure here:
Processor: AMD Athlon(tm) II X2 240 Proccessor (2 CPUs),  ~2.80 Ghz
Graphics Card: ATI Raedon HD 4200
OS: Windows 7 (64 bit)
I have DirectX 11
For Ram, and Hard Disk space, I've checked and I am certain I have the recommended for skyrim.

I kinda just copied down some quick notes that would affect the game itself. Let me know if u need more

CPU seems fine, but GPU is probably an issue. Using ENBSeries isn't recommended at all as it's usually intended for high-end GPUs (especially the GTX 570 and better).

That aside, go to AMD's website and install the latest Catalyst drivers.

Radeon 4000 series isn't optimized for DirectX 11 is it? Wonder if that matters.

It's a DX10.1 part, and from what I've seen if a DX feature that the card doesn't support is on then either ignored entirely or defaults to a lowest common version (usually DX9) of similar effects. So I doubt it's due to lack of hardware DX11 support.

Installed the Catalyst drivers. The problems are still there.

If it does, im missing it, I've checked through my skyrim folders and checked in properties, all I found was 1 folder in skyrim called "DirectX10" I checked in there and found nothing that I could do to change it to dx9. Now, unless im missing something completely obvious, I don't think I can force it to render in DX9
