It probably wouldn't be allowed. One of my friends told me about this "hentai Olympics" thing at a convention, but they said it was late at night. I would think that the staff wouldn't be able to catch them easily if it was at night, so that could be when they did that event at Sakura Con. I'm just guessing that's what happened though, so I could be wrong.

Hello, I'm the Zapp who ran that panel! The whole thing with the panties wasn't entirely real. The panties she took off were worn over top of another pair of panties, then tights, then -another- pair, and weren't put on until right before the start of that panel. We wouldn't allow anyone to REALLY expose themselves like that!
