Title: The Idiot Hierarchy?

What is it for, what requirements does it have, and why does one of the levels have no powers?

I would post this in the User Titles thread here, but it hasn't been posted in for a month or so and I'm NOT gonna get caught necro-ing it.  It's mentioned there but not elaborated on beyond "It's the Idiot Hierarchy, here's what they do, there you go".

Just wondering.
