I think that Rumia looks like a younger version of Marisa Kirisame. They both have similar outfits, but Rumia doesn't wear a hat. Their hairstyles look the same too.

for me, she is different. is a youkai, have short very yellow hair, a ribbon , have a red amulet and is very young, and for that her funny position of her hands (equilibrium meanwhile floats, she is a rookie youkai n_n)

who is actually Nue in disguise (explained by the wings and similar theme songs)
who is actually Aya in disguise (which would make sense since she is ZUN's girlfriend and thus in UFO like all of the rest of the games)
who is actually Parsee in disguise (just look the art for double spoiler)
who is actually Sanae in disguise (No really good explanation this time but bear with me)
who is actually Mima in disguise
Thus by simple logic we have an answer and Mima fans should stop complaining as she has been in most of the windows games.
