If ZUN makes another lighthearted 4-koma in the style of Inaba of the Moon and Inaba of the Earth and even hires Toshira Arata to be the artist again, which characters do you want it to focus on this time?
For some reason, I want it to focus on the characters from Palace of the Earth Spirits (Satori and co.) this time. He can easily make Utsuho and Rin the main characters with their masters and likes of Kisume, Yamame, Parsee, and Yuugi appearing as supporting characters!
I'm actually wishing that this is real already...

Aya trying to make it as a real reporter in the outside world. Momiji has tagged along. While Aya is superconfident, Momiji is a bit scared of the outside world. They are roommates, and get into many zany misunderstandings as they become acquainted with things like "home delivery pizza" and "utility bills". Yukari makes cameos now and then to make sure things don't get too out of hand, and sometimes to play little pranks on them. On occassion, she gaps in other Gensokyans to visit. That's what I want to see.

Those two get much to less appearances lately. It could be pretty intresting and even introduce maybe another character entering the Club.

Ran is a veteran officer on the force. Unflappable, unshakeable, she is a true veteran. Her partner is Chen, the hotshot rookie with a chip on her shoulder, always ready to get into fight or a shootout. They bring the law to the parts of town the other cops are too afraid to even talk about.

Marisa. Most characters in Touhou are Youkai so humans are minority. That and she has the personality for it.

Although Reimu could be the higher authority figure, thus leaving us with pretty much any Youkai as a potential police chief. Byakuren for surprise lol factor, maybe.

At first I laughed, then realized this would make an amazing 4koma. Aya and Momiji hating each other in cannon shouldn't matter too much, Kaguya and Mokou's problems with each other were toned down a lot for Inaba.

I agree with the Keine choice for angry police chief, just for visual comedy alone. Also fits how she's generally portrayed as a caring person in her normal form.
Mokou for cop-turned-vigilante with an axe to grind.
And, despite the high validity of the above suggestion, I would recommend Youmu for the uptight by-the-book position. Shiki has much more potential than that.

So I'm actually quite adamant for the core storyline, as it were, to be mostly lighthearted. After all, buddy cop shows are more about mutual understanding, teamwork and wisecracks than murdering hundreds on-screen. However, for those crying for blood, we can make the backstory be dark as hell, so flashbacks have plenty to work with.

I believe it was Yukari who was killed off, that forces Ran into angst? Clearly Yukari and Ran were partners in the way Ran and Chen are now. Yukari is driven into obsession over a case that, eventually, gets her killed in front of a helpless Ran, who arrived too late to help her out. This is to be mirrored in the Ran'n'Chen story, where Ran falls into a similar obsession, but is pulled out of it in the nick of time by Chen, thus facilitating a bonding moment between the two, with tearful "we're partners, dammit!" moments.

I was hoping that we would discuss about canonical materials, but whatever... Go on with the current discussion if you really like it.

I'd like a UFO 4koma. The general story would be about Muramasa riding ships all around Gensokyo doing Missionary work for Byakuren, reaching out to all those poor oppressed youkai and/or trying to foster in a new age of humans and youkais being friends for all. Of course, some youkai aren't particularly fond of this idea (that time they tried to convert Yuka ended up being particularly disastrous). Coming along would be Nazrin (usually for some unrelated task for Shou, or just to see if she can find some treasure to help fund the temple), Kogasa (who isn't really a member of Byakuren's temple at all but hopes to get new inspirations on how to surprise Gensokyo's unsurprisable humans), and Nue (who's really just tagging along because playing pranks on Murasa is funny). Shou is also Murasa's rival and the two are constantly trying to prove themselves better than the other.
Murasa also typically tries to get donations (along with Nazrin's treasure hunting) for Byakurin's shrine. They need the money because Murasa keeps ship-wrecking all the ships Byakuren gives her (flying ships aren't cheap, you know).
At the end of one chapter, she crashes a ship into Tenshi because Tenshi's being annoying.
At another point, they need to use Kogasa as a sail for their sail boat.
It kicks off another story arc where Kogasa's umbrella gets blown away in the wind. In the interest of helping a poor grief-stricken youkai, Byakuren asks Nazrin to help Kogasa find her body. Nazin then orders all her mice to retrieve and bring back every umbrella they find. The mice return with Yuka and Yukari's umbrellas. ...followed by a VERY angry Yuka and Yukari.
Byakuren (with a teary eyed Kogasa next to her): Perhaps you should narrow down your search.
Nazrin (to her mice): Okay, gang! This time I want you to find the ugliest hideous most disgusting umbrella ever! If the umbrella you find doesn't make you want to kill yourself just because your eyes can't unsee the horrible abomination that they've seen, then that umbrella isn't ugly enough!
Kogasa: WAAAAAAAAAAAAAAAAAAAAAAH!!!! (Kogasa's cry knocks a surprised Byakuren and Nazrin down)
Byakuren wants to help with ushering in the era where everone is friends. That doesn't mean it's going to be easy, though.
Byakuren is looking through some papers: It's getting hard to keep track of the temple's finances. Shou, can you go over this?
Shou (looking through the papers): Let's see... ship repairs and maintenance expense, groceries, Tewi tax, medicines, blankets, Tewi tax, advertising costs, Tewi tax, Tewi tax...

I was thinking originally of Chen for this, but Ran's otherwise inflappable personality makes this all the funnier: Ran tends to toss her coffee out the window if something urgent comes up. It doesn't matter where she is - in her car, at home, in the Chief's office twelve stories up - something happens, out goes that coffee.
In the above situation, the third panel is thus a view of CHEN, dripping with hot coffee, RAN's cup dangling on one ear. CHEN is close to tears.

I only watched the cop movies, to be fair, and even then, the relatively modern ones - Lethal Weapon, Rush Hour, Hot Fuzz, the new Starsky and Hutch. Still though, I feel I really get the genre. After a little bit of introspection, I realised why - the formula of "close buddies, kicking ass and taking names whilst wisecracking and completely blase about their situation" is quite common in one of my favourite TV shows, Stargate SG-1.
Also Swat Kats, now that I think about it.
Anyway, I can't think of a panel 4 for that scene. Maybe a joke at Chen's expense? Or go for mood whiplash? Like:

Infact that show probably is what influenced me to want to be a mad inventor kinda guy. I got told once "you dream is to probably live in a scrapyard and build shit from all the junk" ... I couldn't deny it. And swatkats is probably the cause as well. I even thought that artist guy in iron giant was awesome - because he did just that. Infact. I'd live where he does.

You've got a point and a great set of panels! Then we can make it into a little running joke, referenced next time when they're in the car:

Canonically, they get along very well. PMiSS says that they live in parallel societies on Youkai Mountain, and are on good terms with each other.

I think ZUN was waiting for Suwako/Kanako to come in before really bringing Tengu/Kappa society into the storyline. The main reason being Suwako/Kanako gives the mountain youkai the thing that they were previously lacking when it comes to Gensokyo's power struggle (mainly, their own "incident resolver" like Reimu or Sakuya, and their own "god haxx0r" like Yukari or... er, well, Flandre I guess, though I'll admit it's not like Flandre has really done much in the storyline yet. Then again, on a whole, the SDM kinda seems to mainly be involved in things for the lolz)
At any rate, the power struggle seems built up enough now that I'm fully expecting a more climactic plot for it to be shown in either a fighting game, phantasmagoria, or an SSiB style manga (although it's possible that ZUN will do it in a normal Touhou shooting game. I don't think it'd suit that format, though). A comedic 4-Koma manga, should it take place, would likely be after that (...which IIRC was the case with Inaba of the Moon and the Earth, too, really)

That's just it. I don't know.
The only other dark past that I can think of would be some sort of incident that Ran was never able to resolve, one that was beyond her powers. She failed this incident because:
a) she was still a hot-shot rookie with something to prove, and made a bold move that cost someone else's life - like an ex-partner, for example.
b) she froze up and didn't know how to react, thus costing someone else's life.
c) the bad guy led her into a trap that she should have seen coming, thus costing someone else's life.

Panel 1: Rain beats down heavily. A large group in GPD uniform are standing in front of a simple gravestone. Everyone bar RAN is saluting. (Not sure who would be present, aside from Ran, obviously).
Panel 2: (Not sure what to put here, needs to be something very personal to RAN, like her clenching a blood-stained GPD badge, or something).
Panel 3: RAN is saluting, rain streaming down her face.
Panel 4: Show gravestone, which reads, each entry under the previous: Yukari Yakumo. Officer. Partner. Friend.
Hm, I can't tell if this is a bit camp or not. Looks good in my head, but I could be way off.

It certainly wouldn't be your opening comic, but it could be useful later. Like one of those pull yourself together in the middle of a gunfight flashback scenes. Because everyone has time for a flashback when your behind cover.

Oh, certainly not the opener. I figure the one with the Ran and Chen title cards would be the opener - it sets the mood and introduces the characters quickly and simply. The one with the funeral would be used much later, when introducing the major plot arc of the unsolved case that still haunts Ran.
Also, I feel like I should be able to recognise the mech type in your avatar. But I can't. It's bugging me.

Its based off two types lol. The majority is pretty much a direct copy of one mech though, except the windows are taken from another and the body isnt the same shape as it should be.

Ima let you all finish, but I just wanna to come in here and say that the next comic being Rumia in a surrealist drama is the best idea ever.
Rumia would be taking orders from the Supreme World Attending Multispectrum Intelligence (SWAMI), a talking orb that she found in the forest. Each issue, SWAMI would give her completely nonsensical orders, saying they must be done for the good of Gensokyo. One set of orders, for instance, would be "Break into the schoolhouse and take the ink from Keine's favorite pen. Go to the road to Youkai Mountain and wait. At exactly 3:07 PM, Nitori will walk by. Splash the ink upon her back. Then you must go to Scarlet Devil Library, and find the Unwritten Books section. Find the book entitled, 'This Ocean Mokou.' remove pages 23, 40, and 87. Return to school and place the first two pages where you found the ink bottle. Then immediately consume the third with soy sauce."
Rumia, being Rumia, would follow the orders of this talking orb without question. Along the way she would encounter and completely overlook difficult philosophical concepts, encounter personifications of the mind and gnaw on them in greeting, and generally just be a combination of completely adorable and a sillybutt in surreal and absurdist situations. For instance:

A Faceless Figure labeled Justice stands to the left of an immense doorway:

The final issue would be watching all of the things that Rumia has done set into place a a huge, chaos-butterfly like series of events that would culminate into something utterly inconsequential and dramatizing it, such as a certain hen laying an egg at a certain place while general chaos reigns around her.
As for the identity of SWAMI, Yukari fooling around again we may never know.
This all being said,Subterranean Vice would also own. Just not as much.

Or you could start immediately with the action - like maybe a Mexican stand-off on top of a tall building, Ran and the Bad Guy facing off, police cars and a crowd gathered below. Ran asks, "You may be wondering what a regular grunt like me is doing standing on top of a building, pointing a gun at someone who's got a gun pointed at me. I wonder the same thing. But I guess that comes with the territory when you're a cop in this hellhole."

I agree a "canonically-based" 4koma would also be great, but if anything, you should be delighted that you inspired such a great idea here. And of course no one's stopping anyone from making a canon-based 4koma. So, pat yourself on the back for laying the groundwork for this new comic series!
