I did not make danmaku yet

Permission from Valve? Why?

There are millions of TF2 fangames, fanvideos, that use stuff from the game.
I don't think permission is required.

Also didn't they publicly release thier soundfiles for fan use?

umm... No
I had to get sounds from the GCF (archive containing all game content)

Here is different question: Why do you anger so much about something that probably isn't quarter finished. And why do you even show it in the first place? Or is this suppose to be: "Hi I am creating a game."  thread? If so, would you be so kind to modify your first post, because this is not appreciated.
