Title: IN framerate issues.

When I use the vsync patch, IN runs at 75 frames per second, even though I have it set to 60fps in the .ini. Any idea what's causing this?

(Also, is massive slowdown in... all of UFO normal?)

Check the refresh rate of your monitor, see if it's set to 75hz.  Vsync synchronizes the game's graphics engine output to the vertical sync of your monitor.
