Should UNL only have Sanae's scenario available? I'm pretty sure I patched to to SWR right, because all the characters are playable in practice mode...

You mean Cirno and Meiling's story mode scenarios?  You have to beat Sanae's first.

And even if you do that, only Sanae/Cirno/Meiling have story modes. Not the old characters nor Suwako or Utsuho :V

beat Sanae's route to unlock Cirno's, beat Cirno's to unlock Hong's

that's it as far as Story Mode goes; this is an expansion, remember
