Well, it's difficult to explain it without some backstory, but basically that scene involves Touma getting angry at Mikoto for stopping him while he was in a hurry. It flashbacks to season 1 where Touma said something which we don't hear but Mikoto overhears and causes her to be this way (red face). I guess the popularity comes from the fact people find Mikoto cute during this scene?
