Title: Barrage Musical ~ A Fantasy of Tempest Not Starting

Is there anything required to play this game that wasn't required to play SSS? For some reason whenever I try to run the .exe file nothing happens. Like, it loads for a second then it just stops. Nothing shows up in the task manager either. I installed the slim DX thing and when I tried to install .Net Framework 4.0 it said it comes with the operating system. SSS and the config file run fine, so I'm not really sure what I'm doing wrong.
