Title: [SOLVED?] Touhou running at half speed in Windows 10.

I just moved all my game files from my external hard drive to my desktop's drive, but when I started to run the games today (I was trying to play the TH16 demo), every single one of them started to run at like half their speed, or slower. Has anyone else had this problem in Windows 10, and if so, is there a way to solve it?

For me, sometimes Touhou games just get stuck at 17FPS for no reason. Rebooting the PC tends to fix it.

Odd. A restart did fix the problem for now, but a normal shutdown didn't. How strange...I'll mark this as solved for now. Thanks for your help!
