Title: I need help updating PCB!

I got both the ver. 1.00a and ver. 1.00b installers from ZUN's site. I know how to unzip them, but trying to run either of them gives me an error about a file called UPDATE.TMP, apparently trying to find it in a folder called "html" inside a folder whose name is in mojibake. Is the problem here that it can't find the folder because I actually have its name in actual, readable katakana?

What's the game version you have right now?
Can you take a screenshot of your game folder?
Have you tried using AppLocale or Locale Emulator?
