In terms of cut-ins I can take a swing at it, though I've never actually done any sort of art for any other games I have drawn cut-ins for fun at times. An old example of which can be found here (http://draganuv141.deviantart.com/art/Tsurubami-Senri-Len-en-Project-519164985) for reference on what me doing something like that now would probably look like.

Floor as usual
Wall was combined between 2 walls and the door and set like bookshelf in scarlet chain script
Column is kinda tricky, i actually stacked the column with 16 layers making it looks thick and managed to cover the part that looks stacked with shadowing
Fog treat as the most top layer, making gradient to all other layers below it
The shadowing for background was done in editing the picture first before putting in script~
Also, just mentioning again, ALL of the background was made by myself, so yeah~
I was taking reference to internet, but i purely made all the graphic by myself, including the brick pattern, and the fog
I'm up for making sprites if you're still looking. I need to start pushing pixels again.
For how much?If you're talking about me charging for my work, I'm doing it for free. I don't trust my attention span enough to ask people to pay me for anything substantial in the pixel department, and this seems to be a smaller project (four bosses, no midbosses, at least one player, and a few fodder enemies if I'm reading it right).

Visual is awesome, as I expected. Meiling's danmaku is good and suit her character (not sure about the "base" difficulty though, but if it's hard mode then it's ok.)
Anyway, I'm looking forward to this project (again, backgrounds are really awesome.)
