Basacally i get a black bars obscuring the sides of every single game that isn't a fighting game. Please help!

Err, description unclear?
If the black bars are on the sides of the screen, but don't block the important parts (the field to the left where there are bullets, the numbers on the right), there isn't a problem, the computer does so to use low resolutions on fullscreen. Depending on the hardware, it may simply be unable to use the highest resolution available (crashes upon use). Mine tops at (as per DDC) 960 x 720, can't use 1280 x 960.
Now if the bars are over the game, i don't know the cause.

They don't block the game itself so... it's a hardware problem. Thanks you!

It isn't a "problem" either. This is just letterboxing; if you didn't have this you would instead have the game window stretch to the sides of your screen, which I'm not sure why you would ever want.

Pretty much this.
Trust me, you DONT want that HORRIBLE widescreen stretch in your game. Its makes reading a few things (Lasers in particular) slightly easier, but for everything else, it makes it harder to read, not to mention it just looks rather bad in general anyway!

Does the game look like this, or does it look like Drake's image?
If it looks like this, you have an easily fixable problem. If it looks like Drake's, your settings are correct.
