Title: Vsync patches play only at 75 fps

This might be my monitor's fault, but is there any way to change the fps setting with the vsync patches to force it to 60 fps? PCB just makes it run 1.25 times as fast with it on...

The fact that I'm using a 75 hz monitor might be causing this...

It's precisely because you're refreshing at 75Hz. The setting Vsync=1 is probably on since that syncs the framerate to the monitor refresh rate; change it to 0.
