Initially, I was having a problem with my scaling for all of my older games, but I was able to get games to run in 4:3 on my 1920x1080 HP Envy Touchsmart laptop... but now I'm having a weird issue with Hisoutensoku.
My fullscreen mode is loused up. Either it will have graphical glitches near the top with squeezed looking visuals, or, if I alt-enter twice, I will see the program's title bar despite being in fullscreen mode.

Umm... I realize I posted this in September... but still... I'm guessing this board isn't frequented as much.

Well, it's true that this board is quite slow but I'm pretty much sure that it's just that no one had this issue or doesn't know how to fix it, that's why.

I have a guess.
Right-click the th123 executable (or whatever it's called) and open "Properties"
In the compatibility tab, check "Disable display scaling on high DPI settings", then click OK.
