'Kay, it just will NOT install!
My Computer: Windows 7, eMachines.
I HAVE DONE THESE ALREADY:
Have Jap version of the RPG Maker 2000 RTP.
Installed AppLocale. Even though I had to go through a command prompt thing to do it, it's working now.
Run AppLocale as Japanese. I do the very last option in the language list.
Installed Jap language packet. Whenever I click on the AppLocale, though, the JP changes to EN in the bottom right where it shows on my computer?
Run as Admin. Yup, downloader and application have both been run as this.
Compatibility Mode. I have tried Windows 7, Vista and even 98 when suggested.
I heard in some places you even have to run the downloader of RPG with AppLocale but this http://i35.photobucket.com/albums/d198/Leki_Loony/AAA/screenies/applocalelaunchingrpgdownloader_zpsd7fd9d4a.png keeps popping up. If I try running RPG by itself, http://i35.photobucket.com/albums/d198/Leki_Loony/AAA/screenies/rpg_zpsce63a6a9.png pops up. I heard it stops at 44 because you have to use AppLocale for the downloader AND when you run it???
And I heard you can play stuff like this thru DOG Box? But I can't even fathom figuring it out. >_<
EDIT:
Added path and file names for AppLocale and the RPG folder.

I was having slightly similar problems with a Japanese application recently. Could you provide a screenshot with the installer's and application's file names shown? Also, the second screenshot is very tiny. A slightly bigger version could prove useful.

Hey thanks for the response! I took a screenshot with the file path and of one of the folders with all the names. I hope this is what you needed. Also changed the second link.
For the second link, I heard it stops at 44 if you don't use AppLocale for the downloader and when you run it? But I'm not sure. >_<

All right, looks like I was actually on the wrong track, but no matter. Here's what works for me: navigate to C:\Windows\AppPatch and run App Locale from there by executing AppLoc.exe as an Administrator. Now pick the RPG Maker RTP installer, select Japanese etc.

Actually, I think I missed a step and doing what I said right now still won't work, although the error message should be different.
So, edit the name of the folder where the installer resides and remove all the broken characters, e.g. only leave the RTP in the name, or replace everything entirely. Then try what I said in the previous post.

Hey, I tried taking out the characters in the folder and application name for the RPG, but it doesn't work . And now AppLocale whenever I try and pick Japanese just has boxes instead of the actual language. : / I can Run as Admin, and use "Locale Japanese", but the boxes just keep popping up!
-
By "it doesn't work", do you mean that you removed the characters but still can't install the RPG Maker RTP? If so, are you getting any new error messages?
Or do you mean that Windows won't let you remove those characters?
As for boxes instead of Japanese letters, try restarting your computer.

I removed all the weird characters and I get this. http://i35.photobucket.com/albums/d198/Leki_Loony/AAA/screenies/launchingapplocaleagain_zpsc1ebfb0b.png
Turning off the power for awhile for some reason got the Jap pack back.
Okay. Settings were changed on the RTP redid them to Compatibility mode for Windows 98, and Run as Admin. Now I'm getting the links below? An RTP shortcut in the AppLocale folder led to these...

After step two it just closes out?

This would mean that the installer thinks that RPG Maker 2000 RTP is already installed. The options from the first screenshot mean Change (I think), Repair and Remove. Perhaps one of your earlier attempts resulted in a broken installation. Try selecting the Remove option (the one with the recycle bin), then try to install again.
